NEW DELHI: Minutes after he announced the demonetisationof high-value currency, the Prime Minister wrote to all chief ministers explaining the rationale behind the move and urging them to "join hands with the Centre in fighting evils that have plagued our country and help in setting up a new course towards integrity".

In his letter, Narendra Modi also detailed the guidelines to the states to ensure proper working of banks, security to the central bank and requested their special monitoring of inconvenience caused at crematoria and burial grounds, hospitals and milk stores.

The demonetisation of large denomination currency notes was informed to states in quite a dramatic way. Resident commissioners of states in the capital were asked to keep their offices open till late on November 8, the day the announcement was made, to receive a letter from the PM to be sent immediately to their CMs.

The instructions given to the states in a written note signed by the PM outlined providing security for the RBI in the movement of new currency notes and ensuring adequate security at banks and post offices during the deposit of the demonetised currency.

The letter asked the CMs to ensure state buses and crematoria continued to accept Rs 500 and Rs 1000 notes till the midnight of November 11, and ensure milk booths and consumer cooperative super markets accepted these notes.

Stating that the role of the state governments in implementing the programme was "most crucial", the PM said in his letter: "I am writing to request the full cooperation of your government in implementing this difficult, but necessary, measure. I request you to take all measures that may be appropriate for minimising hardship and inconvenience to the public." Describing the move as a measure taken as part of "our relentless fight against the evils of corruption, black money, counterfeiting and terrorism," Modi said, "I know you will welcome this and I will have your full support in this effort".
